Having described programming strategies and activities in the three main arenas of decentralization, this chapter turns to the question: how can USAID determine whether these strategies and activities are producing the intended results? This chapter applies recent thinking on monitoring and evaluation (M&E) to the approach to decentralization advocated in this handbook. The focus is on rigorous evaluation methodologies—including randomized evaluations—which are particularly relevant to assessing the impact of decentralization programming.
