Guidelines for Developing Integrated Solid Waste Management Plans

This guide was developed by USAID’s Clean Cities, Blue Ocean program to support local governments in developing a robust Integrated Solid Waste Management Plan. The guide provides an overview of the solid waste management planning process and highlights how plans can be used to improve local waste management programs and reduce ocean plastic pollution. The resources also includes a sample outline for an Integrated Solid Waste Management Plan that planners can use as a guide to develop new or updated plans. Planners are encouraged to use this guide as a template and tailor their process, as needed, to align with national and/or local regulations, requirements, and procedures.
