USAID’s Clean Cities Blue Ocean (CCBO) program developed the Solid Waste Capacity Index for Local governments (SCIL – pronounced like “skill”) to provide a methodical and distilled, yet comprehensive approach for local governments to assess their capacity to create and sustain an economically and environmentally sound 3R(reduce, reuse, recycle)/solid waste management (SWM) system. The SCIL provides an assessment tool that is focused on the key elements required to establish and maintain a sustainable, efficient, effective, and equitable system. The tool was developed based on CCBO’s observations, experience, and research of best 3R/SWM practices amongst low- and middle-income country local governments around the world.
